SEMCO - Long Range Gas Resource Planner

Job Description

Under direct supervision, the Long-Range Planner develops forecasting philosophies, methodologies, and models to generate forecasts and analyze accuracy of forecast, models and Gas Supply and Regulatory outlooks. Review gas pipeline operational data and future market pricing data and other factors that relate to gas supply and demand forecasts. Develops and maintains a revenue requirement status and long-range outlook analysis. Review consultant forecasts and compare to internal forecasts. Development of presentation, and regulatory filing support documentation, and data request responses associated with regulatory proceeds.

You Will

  • Develops statistical modeling philosophies for load forecasting. Confirm accuracy of historical load data used for forecasting. Prepare annual demand forecast and revenue forecast by analyzing customer usage patterns and consumption history.
  • Manages projects within time and budget guidelines, including the conduct of research, preparation of presentation materials and reports, development of recommendations, project implementation, monitoring and revision as necessary.
  • Develop a monthly revenue requirement status and long-range forecast to maintain an outlook for rate case planning and development.
  • Develops normalized heating degree day temperatures by service area from actual 15 year historical data.
  • Performs data analysis and supply planning through the use of computer software, models, and databases as required.
  • Provides input into contract analysis for determination of capacity requirements to ensure operational efficiency and cost effective gas supply. Maintains a working knowledge of inter-state transportation, intra-state transportation, leased storage, and local production contracts. Assists in the negotiation, development, renewal or amendment of these contract agreements.
  • Participates in Gas Cost Recovery plan, reconciliation proceedings, rate case filings and other regulatory requirements, including preparation and filing of testimony, subject to cross-examination by case interveners and MPSC Staff as necessary. Provide input into the testimony/exhibits and related policies and strategies in filing of other witnesses. Maintains knowledge of current trends and developments in rate design and gas supply matters to uphold responsibilities as subject matter expert.
  • Maintain knowledge of current trends and developments in the field. Maintain knowledge of futures indices, spot market indices.
  • Performs analysis and recommends long-term gas purchasing strategies.
  • Develop and maintain effective communications with Regulatory, Gas Control and other departments as appropriate.
  • Participates in the development of process procedures and guidelines for forecasting and gas supply planning. Adheres to internal control procedures and financial processes.
  • Monitors relevant interstate and intrastate pipeline regulatory activity at the state and federal levels for proceedings that may affect SEMCO's cost of gas. Makes intervention recommendations, coordinates interventions, prepares and files testimony (if necessary), and regularly reports regulatory activity to leadership.

You Must Have

  • Bachelor's Degree Business, Mathematics, or Engineering, or closely related field. preferred
  • 3+ Years gas supply industry or similar experience
  • Excellent analytical and statistical analysis skills with the ability to evaluate data using statistical analysis tools, compile statistics, and prepare reports, graphs, tables, and charts.
  • Excellent organizational, analytical and judgment skills with the ability to accurately and confidentially process and maintain data.
  • Excellent written and oral communication skills.
  • Ability to coordinate and complete multiple tasks with changing requirements while meeting commitments.
  • Ability to focus on the "big picture" while maintaining attention to detail.
  • Ability to define problems, collect data and recommend solutions.
  • Excellent written and oral communication skills.
  • Ability to appropriately interpret basic concepts and provisions of gas supply, gas transportation, and gas storage contracts and pipeline tariffs.
  • Ability to maintain confidence and credibility while defending prepared testimony and exhibits during cross examination.
  • Good working knowledge of various personal computer business software applications presently used by the Company. Ability to learn new systems or software packages as necessary.
  • Must maintain a positive work atmosphere through effective interactions and communications with co-workers, customers and management.
