Process Engineer - Environmental, International Falls, Minnesota

We are seeking applicants for a Process Engineer - Environmental Compliance in our International Falls, MN Paper Mill. The International Falls facility is one of two White Paper Mills owned by Packaging Corporation of America.


  • Understand and ensure facility-wide compliance to all applicable State of MN and Federal air regulations as presented in facility air permit. This includes compliance to supporting regulatory documents: CAM Plan, Fugitive Dust Plan, O&M Plan, Toxic Pollution Prevention Plan, and Source Operation Plan.
  • Conduct compliance assessments by reviewing data systems and compliance records.
  • Work with facility production departments to ensure ongoing compliance with various production limits and emission limits.
  • Plan and execute a successful annual facility air performance testing program (approximately 20 tests on facility sources each year).
  • Work with mill instrument technicians to ensure compliance with Continuous Emission Monitoring (CEM) quality assurance requirements (~20 CEMS/COMS on six facility sources).
  • Conduct quarterly, semi-annual, and annual reporting. Reports include TRI, AEI, ATEI, GHG, CERCLA, DOE, DRF-1, DRF-2.
  • Work with mill maintenance personnel to ensure annual inspections and calibrations of compliance equipment are completed on time as required.
  • Review capital projects and consider applicability for additional permitting requirements.
  • Support air permit and air modeling updates and enhancements.
  • Interface with regulatory agencies, as needed, on compliance and/or enforcement issues.

Basic Qualifications:

  • Bachelor's Degree in Engineering or science field.
  • Demonstrated leadership at an industrial facility (or similar experience).
  • 1-3 years of experience in Environmental field.

  • Must be organized and able to communicate effectively. Must be able to function and contribute within a team environment.
  • Must be capable to develop effective partnerships with peers responsible for competing short term priorities.
  • Strong math/science aptitude is required.
  • Must be self-directed and capable to manage a challenging workload.
