Continuity Planner/Functional Specialist

Job Description:

Provides analytical support to, or administrative oversight of, programs and/or projects. Role may include serving as a subject matter or technical/scientific resource. Participates in the development of project management models for forecasting resource requirements, and the resolution of contractual issues.

The primary duties for the Functional Specialist/Advisor are to support the business continuity (BC) and Information System Contingency Plan (ISCP) activities for the TO Directorate.

  • Monitor status of all ISCPs in the Continuity Planning Tool (CPT) and serve as a subject matter expert on ISCPs.
  • Advise Division Chief and TO leadership on all ISCP and disaster recovery (DR) matters.
  • Examine and approve draft ISCPs for completeness, technical feasibility, and effectiveness and consult with Program Management Office (PMO) POCs to correct identified inadequacies.
  • Participate, in consultation with the Client's Operations Center Mission Assurance Division (NOC-MA) POCs, in production of approved ISCPs.
  • Manage the rolling compliance of all ISCPs for the Agency via continuous surveillance of recovery plans' expirations and escalation of notification when programs are non-responsive.
  • Monitor Authorized Outages on the Client's networks for the following: required consultation with impacted users, back-out plan sufficiency, and opportunities to fulfill ISCP exercising requirements.
  • Produce monthly metrics on ISCP compliance and compliance management.

Required Qualifications:
  • Must have an active TS/SCI with ability to obtain and maintain a Poly
  • Experience: A minimum of 7 years of demonstrated experience in Business Continuity and Disaster Recovery.
  • Shall be knowledgeable of information systems accreditation under ICD-503 (NIST SP 800-37).
  • Experience in recovering information systems under all circumstances.
  • Experience may be broad-based crossing multiple markets (i.e., Government or industry).
  • Education: Bachelor's Degree within a related field (e.g. Information Technology, Information Assurance, Cyber Security, or Engineering)
  • Certifications: Certified Information Systems Security Professional (CISSP) certification (ISC2)
  • Must have intermediate level proficiency in MS office products. (Word, Excel, PowerPoint, Outlook)

Desired Qualifications:
  • Federal Emergency Management Agency Level 1 (Professional Continuity Practitioner) certification
  • Federal Emergency Management Agency Level 2 (Master Continuity Practitioner) certification
  • Disaster Recovery Institute (DRI) Certified Business Continuity Professional certification
  • Other IT certification such as GSLC (SANS) Homeland Security Exercise Evaluation Program (HSEEP) certification
  • Experience in creating and managing an information system-related metric program
