Manager, Energy Planning

The Manager of Energy Planning is responsible for leading all short-term and long-term energy acquisition planning activities. This work includes contract portfolio management and capacity planning, annual, seasonal, monthly, and daily supply planning. This position is also responsible for the oversight of the Customer Choice and Asset Optimization Programs. This position will prepare regulatory filings/testimony and be responsible for the accuracy of the associated schedules including peak day analysis, load duration, normal weather monitoring and analysis.

You Will

  • Demand Forecasting. Manages the forecasting and development of annual, seasonal, monthly, daily supply plans for natural gas. Works with Gas Control and the Energy Supply teams to implement plans, inclusive of interruptible customer load forecasting, storage inventory management, hedging strategies, and contingency plans that address uncertainties of weather, load, and asset availability.
  • Portfolio. Manages delivery of annual design day analysis, including Choice Program requirements, capacity planning, and contract management. Responsible for negotiating and contracting with pipelines and wholesale suppliers for firm transportation, storage, and peaking resources consistent with Company strategies and initiatives, including environmental.
  • Choice Program. Refines WGL's Choice programs consistent with tariff requirements to discourage arbitrage and ensure system integrity. Collaborates to update applicable tariffs.
  • Asset Optimization Program. Manages operational and commercial aspects of the Asset Optimization program performance and provide oversight for the strategy development and execution, budget, forecasts, financial trading, SAFs, contracts, position limits, financial performance, agent management, and compliance. Oversees allocation of capacity to AO program (entitlement meeting); execution of approved AO strategies; compliance with program policies and procedures; agent interactions and contract administration; coordination between utility supply operations for ratepayers & AO trading operations; coordinates with other internal support units such as Finance & Accounting, Risk, Regulatory Affairs. Seek opportunities for customers and reduce gas costs via the Asset Optimization program.
  • Regulatory. Manages the development of regulatory strategies for the PGC, ensuring recovery of costs in a regulatory environment. Provide expert testimony in defense of the company's position in proceedings. Provide accurate and timely responses to data interrogatories and provide other supporting analysis as needed. Represents the Company's interest before external audiences, including informational forums with governmental authorities, formal and informal proceedings with federal and state regulatory bodies, settlement negotiations with pipelines and wholesale suppliers, and presentations at various conferences.
  • Cross-departmental Collaboration. Assures alignment between system physical capabilities, contractual assets, and customer receipts. Leads coordination effort between System Planning, Marketing, Customer Care and Engineering (ESEC)
  • Compliance & Process Improvement. Responsible for establishing, monitoring and continuously improving energy acquisition systems, policies, controls and processes. Creates and maintains robust training plan and process documentation.
  • Leadership & Employee Development. Establishes clear expectations, requirements, deliverables, and deadlines for the team. Responsible for employee development and progression plans. Creates and maintains robust training plan and process documentation.

You Must Have

  • Bachelor's Degree Engineering, Accounting, Finance, Mathematics, Computer Science or equivalent with 7+ years experience in natural gas utility environment.
  • Master's Degree preferred
  • 2+ Years managing people
  • In depth knowledge of east cost procurement processes for natural gas supply planning strategy for a regulated utility environment.
  • Complete understanding of gas supply process specifically related to nominations, scheduling, confirmations, storage ratchets, contract entitlements and penalty provisions. Economic and financial analysis methods used to evaluate proposals.
  • Ability to anticipate changes in the marketplace and discipline to develop contingencies in preparation for such possibilities.
  • Excellent analytical skills under extreme time pressure with incomplete information. Being able to retain and recall vast amounts of detailed numerical information.
  • Excellent written, oral and presentation skills.
  • Good working knowledge of various personal computer business software applications presently used by the Company. Ability to learn new systems or software packages as necessary.
  • Must maintain a positive work atmosphere through effective interactions and communications with co-workers, customers and management.
  • Must maintain a safe environment for co-workers, customers and the public through adherence to established safety standards and timely reporting of potential hazards.
