Manager of Recruitment & Classification

East Bay Municipal Utility District’s (EBMUD) Human Resources Department, part of the Administration Department, is seeking a highly-qualified individual with exceptional managerial, communication and interpersonal skills.

Reporting to the Director of Human Resources, the Manager of Recruitment and Classification, is responsible for supervising a staff of 14, a $2.8 million budget, and overall administration of EBMUD’s centralized recruitment, selection, certification, classification, compensation, and staffing programs.

Key challenges include: meeting increased service demands due to increased retirements and internal promotions; strategic planning to address workforce planning initiatives including assessment of classification and staffing options and identification of employees for development programs; planning and implementation of new online information management and security system; preparation for and participation in Union negotiations for successor MOUs and salary surveys; potential changes to EBMUD’s recruitment and promotion practices pursuant to a new Diversity, Equity and Inclusion Strategic plan and Racial Equity and Justice Program; and continuous analysis of recruitment and selection outcomes to ensure diverse pools of talented candidates to fill EBMUD job vacancies. This position serves as EBMUD’s subject matter expert in all things related to recruitment, classification and staffing.

• Ensure the validity of employment tests through job analysis, appropriate exam planning and test development, and analysis of test results to identify and minimize adverse impact.
• Develop positive and credible working relationships and work collaboratively with supervisors, managers, Union representatives and employees to develop new workforce initiatives or to resolve employment and classification issues.
• Plan, organize, staff and manage a centralized merit-based selection program.
• Provide leadership, motivation, coaching and direction for professional, technical, subordinate supervisory, and clerical staff by fostering teamwork and leading by example.
• Maintain a policy-level focus, while attending to detail in managing day-to-day activities.
• Analyze complex situations and initiate creative strategies to optimize merit-based employment programs.
• Provide timely and efficient delivery of services consistent with EBMUD goals and objectives.
• Respond to changing demands with flexibility and innovation.
• Manage and prioritize sensitive and competing interests with diplomacy and tact.
• Establish and implement performance and quality control standards.
• Communicate effectively orally and in writing.

The annual salary is $132,648 up to $191,592. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point $172,440.

Requirements:
Candidates must have a combination of education and experience equivalent* to:

1. A Bachelor’s degree; and

2. Four years of progressively responsible experience in employment testing, recruitment, job analysis, and classification which included significant staff leadership or supervisory experience.

Other requirements include:
• Willingness to work beyond normal work hours when needed.
• Possession of a valid California driver’s license and a satisfactory driving record.
• Physical characteristics to perform the critical and important duties of the position.

The Selection Process:

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to participate in an assessment center tentatively scheduled for early December.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
