Job Location: Hershey, PA

Note: This role can be based in central PA or Northeast preferred with travel to Hershey as needed.

Summary:

The Director, PMO Center of Excellence (COE) will report to the Senior Director PMO and is a part of the broader Hershey IS PMO, that delivers enterprise initiatives across all functions of Hershey as related to technology initiatives and other projects and programs as deemed necessary by the Enterprise Prioritization Committee.

This role will be accountable and responsible for all Hershey Program and Project Delivery standards, spanning methodology related to Agile delivery, Waterfall delivery and Hybrid delivery as appropriate. Strong knowledge of Scaled Agile and Distributed agile to help teams better choose the best fit for purpose for projects across all PMO Portfolios.

The Director will be accountable for delivery of PMO Standards for Portfolio Governance, in support of the Enterprise Portfolio, and will manage materials and process around all portfolio governance, and the leadership over Hershey's Governance process, utilizing continuous portfolio management practices.

Additionally, they will own and lead the team responsible for Project/Portfolio Management Tools & Reporting, currently supporting Clarity and Rally for Portfolio and agile project work. The role will also have significant ownership of connectivity to the business teams for portfolio roll-up to the strategy teams and will maintain monthly updates to ensure alignment to the Enterprise Prioritization Committee on all portfolio updates.

The Director will lead the team and manage report-out to the Enterprise Portfolio for Portfolio financial delivery and standards for Enterprise Portfolio metrics. All portfolio measurement from each portfolio manager must align to the COE standards as set by the Director, PMO COE. Additional financial responsibility and ownership for reporting to Capital Administration will be the Director, PMO COE for capital reporting, with the help of the Manager Portfolio Financials and supporting details from the Portfolio Management team.

This role will be accountable to ensure all project and program management practices are followed by internal Project Management team, external consultants and contractors and all federated PM or Scrum resources external to PMO.

Summary of Major Duties:

Enterprise Portfolio duties and responsibilities around monthly portfolio continuous review with EPC leadership team; close collaboration and partnership with Portfolio Management team to ensure all project details pertaining to resource capacity/ cost plans are accurately depicted in Clarity as PPM portfolio is fully supported across the enterprise

Manage and lead PMO Center of Excellence team, including Senior Manager, Manager Agile leadership, Senior Manager Portfolio Governance, Manager Portfolio Financials, and Manager PMO Tools and their respective teams. Work closely with team to maintain service levels to broader organization for tools, standards and governance process, as well as monthly and quarterly financial responsibilities.

Partnership with other PMO leadership team to assess team readiness, build and execute Agile methodology for the broader organization, including business team education, and support of the Agile Community of Practice and all business leaders requesting additional support in Agile space. This work should be done in partnership with Sr. Manager Agile Delivery and scrum master team downline.

Close collaboration with Business leadership, ISLT leadership and Solution teams to ensure process and methodology, project lifecycle and governance are adopted and utilized fully. Build relationships with key stakeholders on commercial, digital, sales, marketing and category management teams, as well as the IS leadership who support the systems.

Minimum knowledge, skills and abilities required to successfully perform major duties/responsibilities:

⦁ PMP Certification required
⦁ Scaled Agile (SAFe) or PMI-ACP certification required
⦁ Strong understanding of Portfolio Governance practices
⦁ Hands on experience in Agile and product execution in a similar sized organization.
⦁ Knowledge and familiarity of PMI Project and Program Lifecylce best practices and standards in evolving trends around Project to Product management and change management as organizations mature in PMO standards
⦁ Strong relationship skills and excellent communication skills required; strong presentation and deck skills to assist in telling clear and concise story to EPC and other ISLT staff meetings reporting portfolio performance and PMO standards of excellence

Minimum Education and Experience Requirements:

Education: Bachelor's Degree in a business or technical field.
