Site Manager (ATEMP)

Overview

  • The Site Manager is responsible for the management, planning, and supervision of logistics services supporting the U.S. Army in Subic Bay, Philippines under the LOGCAP V contract. Support services provide U.S. Army operational project (OPROJ) capabilities in response to Humanitarian Assistance / Disaster Relief (HA/DR) events, as well as supporting execution of annual exercises through the storage of non-lethal stocks, exercise materiel, and equipment in the Philippines. Responsibilities include, but are not limited to, Task Order management and Subcontractor oversight in the performance of security, warehousing and property accountability, facility maintenance, Task Order scheduling and reporting, and Customer interface. The Site Manager serves as the central point of contact with the Government for the performance of all work under the contract.

  • Under general direction of the Operations Executive, LOGCAP V INDOPACOM, responsible for the daily management oversight of activities associated with the LOGCAP V Subic Bay, Philippines contract.
  • Ensures performance of duties in accordance with the LOGCAP V Performance Work Statement (PWS) and associated Task Order Technical Exhibit (TE) requirements, as well as established Vectrus policies, procedures, systems, and requirements.
  • Responsible for a management oversight of supporting Subcontractors providing security, warehousing and property accountability, and facility maintenance services, as required.
  • Manages and allocates personnel and resources necessary to meet all Contract specifications.
  • Manages specific Standard Army Management Information System (STAMIS) or other software as applicable used to enter and audit supply and maintenance documentation and other reporting activities, as required.
  • Ensures compliance with OSHA, EPA, Fire Regulations, to include local, State, and Federal requirements, and published Company work rules.
  • Conducts property management and inventory functions to include documentation and control.
  • Conducts logistics management functions to include local procurement activities, as required.
  • Performs other duties and assignments as required.

Qualifications

  • Minimum Qualifications:
    • Two years related experience may be substituted for one year of education, if degree is required.
    • High school diploma or equivalent required.
    • Prior Military training in maintenance and supply management or civilian equivalent required.
    • Must be able to obtain and maintain successful NAC-I background investigation to obtain a Common Access Card (CAC).
    • Ability to acquire U.S. Passport within 30 days of hiring.
    • Must be a US citizen.
  • Experience:
    • Minimum 5 years of relevant experience in a position of overall management and quality assurance of Operations and Maintenance (O&M) projects, Base
    • Operations, or Military logistics operations.
    • In addition, required to have at least 5 years' experience in positions of project administration, contracting, or in the management and implementation of government- funded projects.
    • Previous specific Military property and warehousing experience desirable.
  • Skills:
    • Must be computer literate and proficient in Microsoft Office Application Software.
    • Must have proof of U.S. Citizenship and a valid state driver's license and must be eligible for access throughout the project geographic scope.
    • Project management skills needed to manage resources, schedules, and costs.
    • Must read, write and speak English.
  • Supervisory/Budget Responsibilities:
    • Provides direct supervision to Operations personnel at the Task Order level and general guidance to Operations personnel at the site level
  • Working Conditions:
    • Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures;
    • up to 130F degrees in the summer months, as well as extreme cold areas of the world such as the Korean peninsula. Potential exposure to chemical or biological
    • agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso,
    • respiratory, vision and hearing protective devices.
  • Physical Requirements:
    • Must be able to lift/push/pull 25 lbs.; Work will require walking up and down stairs, prolonged standing, prolonged sitting. Employee use of personal protective
    • equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply
    • with all Fire and Safety Regulations and post policies.
