Job Description:

The Cybersecurity Project Manager will manage projects and assist other project managers with projects supporting the engineering and operation of the Department of Homeland Security (DHS) Network Operations Security Center (NOSC). NOSC projects include, but are not limited to, engineering projects such as building out a new capability; starting, improving, and transitioning services; auditing and compliance, such as attaining/maintaining Authority-to-Operate (ATO); and upgrading infrastructure or transitioning to the cloud. NOSC projects can also encompass adding subscribers to cybersecurity services and developing new operational capabilities.

Primary Responsibilities
  • Develop detailed project plans for resourcing time, funding, materials, and people
  • Keep a well-managed repository of project documentation
  • Lead and manage engineering and/or operations resources for each project
  • Develop, review, and update project and other documentation as needed
  • Build and maintain team and federal government customer relations for consistent and timely communication of dependencies, issues, challenges, and progress
  • Plan, gather, and update artifacts and documentation for future Cybersecurity Service Provider (CSP) audits, ATO renewals, etc.
  • Provide regular reporting to internal program management and the customer in the form of meetings, standardized deliverables, reports, presentations
  • Develop and improve processes for accomplishing project work

Basic Qualifications
  • Strong project management skills as evidenced by degree/certification and previous projects successfully completed
  • BS degree and 8 - 12 years of prior relevant experience.
  • Strong oral and written communications skills, including experience writing and delivering status reports, meeting minutes capture, project documentation, presentations, as well as leading meetings, stakeholder discussions, etc.
  • Strong multitasking skills and attention to detail
  • Demonstrated ability to manage multiple simultaneous projects and/or technically complex projects
  • Minimum four years' experience in IT engineering, information system security management, and/or operations in a cybersecurity SOC or NOSC environment
  • Minimum eight years of project management
  • Demonstrated ability in Microsoft Project®
  • Familiarity with Splunk or other SIEMs

Preferred Qualifications
  • CISSP, CISM, or equivalent
  • PMP or equivalent, e.g. DOD or DHS project/program management certification, or project management bachelor's/master's degree from accredited institution
  • Knowledge of standard security controls per National Institute of Standards and Technology (NIST) Special Publication 800-53
  • Knowledge and experience in Confluence, Jira, Maestro, and/or ServiceNow, particularly project management, ticket management, and asset management modules.
  • Project management experience with a U.S. federal customer, especially DHS

Experience using Splunk to ingest, evaluate, and report on logs and other data feeds
