Program Performance Manager

Job Description
BAE Systems is looking for an on-site Performance Manager with extensive experience managing people. The Performance Manager will report to the Information Technology Program Area Manager with a primarily focus on providing people management support to ensure staff have the tools and objectives to succeed. Responsibilities include:
  • Support program management functions to include quarterly performance reports, monthly performance reports, and project oversight
  • Work with Technical Managers to develop core metrics and objectives for each position
  • Develop quality objectives for the core metrics
  • Ensure work supporting core metrics is completed on time
  • Perform quality audits on the technical work based in part on the core metrics to ensure that the work is completed properly
  • Track Cyber Security Work Force requirements and employee compliance with the requirements
  • Track and manage Organizational Conflict of Interest Requirements
  • Work with Technical Managers to develop job descriptions for each position
  • Support the hiring process to include interviewing
  • Work with Technical Managers to develop performance objectives
  • Work with Technical Managers on performance concerns and support the performance improvement process
  • Perform skill assessments, identify skill gaps, and look at training opportunities
  • Manage mandatory training for program area group including both customer and BAE training requirements
  • Handle onboarding and setup of new hires, to include section orientation, badging, customer accounts, access tokens, administrative accounts
  • Hold employee engagement meetings to identify concerns and improvement feedback

Required Education, Experience, & Skills
  • Must have Active DoD Secret
  • Must be able to obtain and maintain DoD Top Secret clearance
  • Proven experience managing people to include hiring, setting performance objectives, monitoring performance, and working thru performance issues
  • Proactive problem solving attitude
  • Excellent at forming relationships with staff and customers
  • Experience engaging with customers at all levels
  • Excellent written and verbal communication skills
  • Experience creating and updating policies, procedures, and work instructions
  • Ability to establish and maintain effective working relationships with partners and Government officials
  • Ability to obtain and maintain Common Access Card (CAC) along with badge access to the customer's facility
  • Ability to obtain and maintain a network account in good standing on the customer's network.
