WGL - Senior Quality Management Specialist

WGL is seeking a Senior Quality Management Specialist to administer the Company Quality Program related to Pipeline Safety. Works with internal customers from various business units to enhance quality, processes, and information transfer for pipeline safety quality and compliance matters. Requires the ability to be on-call 24 hours/day, 7 days/week to respond to emergencies and assist the Incident Command Structure as needed.

You Will

  • Collects, tracks and analyzes audit data (construction, operations, operator qualifications (OQ), training, safety, etc.) and recommends course of action to enhance or redirect Company audit resources using a risk-based approach.
  • Creates quality control and quality assurance audit questions consistent with company processes.
  • Develops a compliance risk scorecard for business units using quality management techniques.
  • Monitors Commission orders for compliance, including progress, aging and backlog reports.
  • Monitors all outside compliance audit requests/results (e.g. Construction, Operations, TIMP, DIMP).
  • Identifies potential compliance risks by comparing existing operations and maintenance (O&M) and Operator Qualification (OQ) procedures with D.O.T. 192 (and other codes) and develops solutions (policies and procedures/recommendations) to address any gaps and/or improve internal controls to mitigate identified risks.
  • Monitors regulatory advisory bulletins, notices of proposed rulemaking, Federal Register and other reports [from the Pipeline and Hazardous Materials Safety Administration (PHMSA), National Transportation Safety Board (NTSB) and other sources] and recommends actions necessary to address them.

You Must Have

  • Bachelor's Degree preferred with 6 years experience required in Utility Operations or Quality
  • Minimum three years of experience with Department of Transportation (DOT) regulations related to the natural gas industry preferred.
  • Certified Quality Improvement Associate (CQIA), Certified Quality Process Analyst (CQPA) can substitute for 2 years and is preferred.
  • A Certified Quality Auditor (CQA) Certification preferred.
  • Working knowledge of natural gas construction and operations preferred.
  • Demonstrated ability to apply code requirements to operating practices and implement effective programs.
