Job Description:


Parsons is sourcing candidates for a project within the Department of Defense to provide a Front Office Strategy Advisor. The Front Office Strategy Advisor sets the vision and mission for GEOINT R&D at NGA and the NSG, ensuring that Research priorities line up with NGA Mission Imperatives, Operational End States, and long-term planning. Contractor shall provide strategic planning to the Front Office (FO) to include the Research Director (D/R), Deputy Director (DD/R), Chief of Staff (CoS), Office Directors (ODs), and Senior Scientists (SSs) to ensure NGA Research is positioned to respond to the changing threat environmental and operational needs.

  • Contractor shall lead tasks, portions of tasks, projects, and follow-up on actions from internal and external meetings.
  • Contractor shall identify, prioritize, and organize key technical and programmatic details in concise notes or briefing materials.
  • Contractor shall assist in determining optimal program strategies, to include metrics, goals, and objectives of innovative technologies.
  • Contractor shall support concept development, assessment, and risk identification, as well as recommendations for new programs for Program Build/POM development.
  • Contractor shall provide support in areas pertinent to the new concepts/programs the office may be pursuing. This includes review, editing, and feedback on new program concepts and technologies, new start briefs, new solicitations through Small Business Innovative Research/Small Business Technology Transfer (SBIR/STTR) and Broad Agency Announcements (BAAs).
  • Contractor shall research, evaluate, and analyze issues, questions, propose alternatives, and recommend solutions across the Research portfolio.
  • Contractor shall assist with review of ongoing programs to include input at Annual reviews, site visits, demonstrations, and other events.
  • Contractor shall provide support to meetings. Meeting support may include preparation, participation, note taking, synopsis recording, and additional action as required.
  • Contractor shall develop and maintain program and project schedules and calendars.
  • Contractor shall provide technical input as required into the Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB) descriptions, expected and actual accomplishments, input into congressional staff briefings, and input into other related internal or external inquiries.

  • Demonstrated experience providing strategic planning, technical, programmatic and business process support to a Research organization of similar scope to NGA Research, either within the IC, DoD, or NGA partner organizations.
  • Demonstrated leadership or management experience.
  • Ability to distill and collate key technical and programmatic details for science and engineering concepts related to GEOINT.
  • Ability to provide strategic level analysis and advice on new concepts, new programs, and existing efforts

  • Advanced degree in associated technical discipline or equivalent military experience and training with minimum years related experience.
  • Highly Desired: Advanced Degree in associated technical discipline, experience working in GEOINT.
  • Applies methods across multiple disciplines of to address problems of a critical nature.
  • 15 years of experience and Advanced Degree (Masters/PhD).
Must be able to obtain, maintain and/or currently possess a security clearance.
