Wastewater Shift Supervisor

The Position
The Wastewater Shift Supervisor plans, organizes and directs the operation and routine maintenance or process monitoring and control of wastewater treatment, collection and reclamation facilities during an assigned shift. This position is responsible for the effective and efficient operation of a unit process of the wastewater treatment collection or reclamation.

General responsibilities include:

Administrative: Initiating and documenting activities by preparing, reviewing and/or approving documents such as plant logs, personnel activity reports, purchase requests, repair requests, damage reports, purchase requisitions, etc.

Staff Supervision: Maintaining a safe and effective work environment by prioritizing, organizing and delegating the work of available staff, achieving satisfactory work performance by providing clear goals and guidelines, administering performance plans, meeting to discuss performance, providing reinforcement and/or suggesting corrective measures.

Scheduling: Ensuring safe and effective job progress by coordinating activities of plant staff, other East Bay Municipal Utility District (EBMUD) staff, contractors and the equipment needs within site parameters and operational constraints.

Plant Operations: Ensuring safe and efficient operations by reviewing, prioritizing and sequencing plant operations work.

Training Programs: Obtaining management commitment to execute plant training programs, and ensuring programs meet their objectives.

Special Projects and Reports: Providing information for management decision making by communicating with management, gathering, and evaluating information, developing recommendations, and preparing reports.

Budget Preparation: Assisting in the preparation of short and long-term budget documents. Ensuring that commodity, supply, equipment, and maintenance expenditures are in the best interest of EBMUD.

Knowledge of:

• Wastewater treatment processes including primary, secondary, tertiary and solids handling.

• Wastewater treatment plant safety principles, practices, and pertinent federal, state and local regulations.

• Labor relations principles and practices such as progressive discipline, documentation, and proper grievance handling.

• Supervisory techniques including planning, scheduling, training, motivating, monitoring, and evaluating performance.

Ability to:

• Prepare, analyze, and monitor complex budgets related to daily operational activities covered by the general budget.

• Exercise sound judgment in emergencies regarding public safety, property damage, disruption of wastewater treatment and employee safety.

• Read and interpret plant diagram drawings.

• Read and interpret a variety of complex written materials.

• Organize and prepare documents including major technical reports.

• Maintain good labor relations within work unit including clear communication of expectations.

• Maintain effective interpersonal relations with the public, other EBMUD staff and work groups.

• Maintain accurate personnel, safety, training, and other records.

• Accurately compute flows, volume, area, average and other wastewater computations.

• Effectively communicate orally to individuals and groups.

• Operate a personal computer.

The salary range is $10,978 per month increasing to $11,527, $12,103, and $12,708 after 6, 18, and 30 months, respectively.

Requirements
1. High school graduation or its equivalent; and

2. Two years of experience as a supervisor directing the work of several subordinates in the operation of a wastewater treatment plant at a level comparable to or higher than the EBMUD class of Assistant Wastewater Shift Supervisor.

3. A valid California driver’s license and satisfactory driving record.

4. A valid Grade III California Wastewater Plant Operator certificate. Must obtain Grade IV certification within probationary period.

Must be clean shaven at all times as required to wear respiratory protection equipment. Must be willing to work shifts, weekends, holidays, overtime and outdoors in a variety of weather conditions as needed.

The Selection Process
1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, December 3, 2021. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
