Job Description:

The Territorial Emergency Management Consultant will serve as the subject matter expert and advisor to Leidos on territorial preparedness training objectives, needs, and concerns. The Territorial Emergency Management Consultant may be require to represent CDP-Leidos in coordination with Territorial leadership, senior DHS-FEMA leadership, other Federal and State agencies, to include University systems that provide preparedness and readiness training and education for US Territorial jurisdictions.

The Territorial Emergency Management Consultant will perform the following duties:
  • Represent the CDP-Leidos Training Delivery Services contract with National Associations
  • Act as a Liaison for the CDP-Leidos Training Delivery Services with the US Territories, identifying and coordinating training and emergency management support requirements.
  • Provide SME guidance on the current readiness of the Territorial Emergency Services.
  • Provide SME guidance on Territorial First Responder and First Receiver Training and Education to include working with University Systems providing Territorial Emergency Management or Emergency Services curricula/curriculum development.
  • Assist in the development of legislation for improving Territorial Emergency Services Readiness for Territorial jurisdictions.
  • Establish and strengthen and relationships with Territorial councils, chairpersons, officials, and staff, to further the Territorial training mission at CDP.
  • Assist in development of strategies for emergency preparedness training and exercise with Territorial governments and facilitate their interaction with DHS-FEMA and other supporting Federal agencies.
  • Provide Subject Matter Expertise on Territorial history, protocols, customs and traditions, natural resources, and cultural properties; and facilitating the identification and discussion of Territorial needs as it relates to training and exercise at the Center for Domestic Preparedness (CDP).


Basic Qualifications

The Territorial Relations Consultant must have the following qualifications:
  • Be a resident of a US Territory
  • Master's degree in Public Health or another Emergency Services Discipline
  • 10 + years of experience in one of the 10 emergency response disciplines
  • Significant experience in conducting and coordinating preparedness training for Territorial jurisdictions.
  • Experience developing and managing Territorial Emergency Management Plans
  • Must be able to obtain and maintain a customer specific background investigation.


Preferred Qualifications
  • Experience advising Congressional Members on the state of emergency preparedness of Territorial Emergency Preparedness.
  • Experience working with Senior Government Leadership at the Agency Level regarding Territorial Mitigation, Preparedness, Response and Recovery Operations.
  • Real-World Response to Territorial Disasters
