B&P Tunnel Deputy Project Manager & Integration/Interface Manager

Position Description

Serve as Parsons' B&P Tunnel Replacement Program Deputy Project Manager, using that position and taking on the technical integration and interface database management function to become completely familiar with all technical and managerial aspects of the program, to be able to assume the role as Parsons' Project Manager after approximately 9 months.

Required Qualifications
  • Minimum 20 years of rail project experience, including at least 10 years of interdisciplinary coordination.
  • Participation in at least two major rail programs, delivered through multiple contract packages, with at least one in a management role.
  • Subject matter expertise in one of the technical disciplines associated with rail infrastructure design.
  • Proficient in Microsoft Office suite of products.
  • Successful record delivering multi-disciplinary projects, involving facilities and rail systems, using both Design-Bid-Build and Design-Build or CMAR.
  • Successful record coordinating with owner project managers and technical representatives.
  • Ability to communicate clearly in grammatically correct English, both written and verbal communication.
  • Successful record coordinating with municipal and state agencies.
  • Successful record of developing and negotiating contracts and contract modifications.
  • Familiarity with AREMA, ADA, and NFPA 130 as they relate to rail passenger stations and tunnels.
  • Professional Registration.
  • Proven record of cooperative, collaborative working and management style with staff, partners, and customers.

Desirable Qualifications
  • Familiarity with Amtrak.
  • Familiarity with Section 106 compliance.
  • Familiarity with Right of Way acquisition, including relocations.
  • Familiarity with municipal roadway and utility relocation.
  • Familiarity with private utility relocations and coordinating private with public construction.
  • Parsons PMC or other PM certification.
  • Successful participation in underground facilities projects, including managing risk.
  • Familiarity with development of program delivery packaging plans and packages, including Contract Drawings, Technical Specifications, Special Provisions, and construction agreements.
  • Familiarity with design and construction scheduling and cost estimating.
  • Familiarity with public and elected official communication.
  • Familiarity with rail project construction staging in urban areas, including the relationship between third-party and Force Account construction and maintenance of rail operations and vehicular traffic.
  • Familiarity with rail project services during construction, including testing and commissioning.
  • Familiarity with FRA or FTA safety and security certification.
  • Familiarity with performing as a design joint venture prime contractor with multiple subcontractors.

Background Requirements:
  • Bachelor's degree in Engineering (or related field)
  • 20+ years of related work experience, including supervisory/managerial experience
  • Significant managerial experience of a large group of Engineers, Designers, and technical support personnel
  • Professional Engineer registration with active membership in a professional engineering society may be required
  • Proven ability for managing a large group of engineering/technical personnel
  • Directing work involving complex technical projects
  • Excellent written and oral communications skills
  • Thorough knowledge of industry practices and regulations are required
  • Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments.
The anticipated annualized full time target compensation (median) for this position is: $250,000.00.Benefits for this position include: medical, dental, vision, paid time off, Employee Stock Ownership Plan (ESOP) and 401K.
