Job Description:
Parsons is hiring an Operations Director/Program Manager to support the USAID Next Generation Global Health Supply Chain (NextGen GHSC). Parsons' extensive experience in this field, combined with your significant management and technical experience, will propel your career forward with opportunity for advancement with top performance. In this role you plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of this program. You will assign responsibility for executing project plans to key stakeholders after careful assessment of how to utilize their qualifications and strengths. As Operations Director you will need to provide input to performance reviews and development plans for subordinates. The selected candidate would have to have experience in the supply chain process as it relates to medical supplies and pharmaceuticals in addition to needing to learn what and would need a good understanding of logistics in getting supplies to different countries.

Responsibilities:
  • Acts as the Company representative with the client and selected subcontractors during the program execution.
  • Provides essential support to the Chief of Party and to other Control Tower Platform Directors
  • Provides direction and management for every phase of significant projects or programs to assure on schedule completion within or below budget and in accordance with contractual obligations. Must be capable of managing a project or program valued up to $1 billion in total installed cos
  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
  • Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
  • Will provide support related to project management, strategy, technical capacity, and business applications needed to support day to day operations to guide Control Tower activities at all levels and advance USAID's priorities.
Required Qualifications:
  • Bachelor's degree in Engineering (or related field)
  • Familiarity with USAID program requirements (FAR, AIDAR) and proposal development in U.S. Government or other donor-funded projects
  • 20+ years of related work experience, including supervisory/managerial experience and 8 years relevant significant managerial experience
  • Familiarity with USAID program requirements (FAR, AIDAR) and proposal development in U.S. Government or other donor-funded projects
  • Professional Engineer registration with active membership in a professional engineering society may be required
  • Prior experience must include significant project management or construction management assignments at the Program Director level
  • Experience should also include operations management of personnel and facilities.
  • Relocation to the job site may be required
