Job Description:

Counterintelligence TSCM Officer/Technical Surveillance Countermeasure (TSCM) lead shall provide support for the Government construction site security manager.

Duties:
  • During the site construction phase, conduct on-site security assessments requiring the use of specific advanced non-destructive inspection equipment, provided to the Contractor as government furnished equipment. Report daily findings and recommendations to the CSSM.
  • Assist in the development of a TSCM operations plan to be approved by Security Assistant Program Manager (APM). Coordinate and document TSCM operations during construction.
  • Report technical security anomalies to the CSSM immediately upon identification and provide follow on documentation of incident.
  • Upon city of St. Louis land transfer to the client, conduct weekly risk management surveys and render impact statements or recommendations to the CSSM. During the site construction phase, conduct daily risk management surveys and render impact statements or recommendations to the CSSM.
  • Coordinate TSCM activities in support of customer construction, in the detection, identification and neutralization of technical intelligence collection efforts, of foreign powers, organizations or persons, directed against customer and/or its mission.
  • Identify technical TSCM deficiencies and develop corrective actions to mitigate the identified deficiencies.
  • Analyze complex technical security issues related to TSCM and provide recommendations to the CSSM.
  • Ensure customer facility compliance with ICS 705-1, 'Physical and Technical Security Standards for SCIF's', and DoD standards for collateral areas.
  • Assess electronic processing systems and infrastructure for potential security vulnerabilities and develop corrective actions to mitigate the identified deficiencies.
  • Liaise with members of the construction team, security, Counterintelligence, the DoD, other US Government officials, and law enforcement communities to facilitate physical and technical security of the construction site. Report all security issues and concerns to the CSSM.
  • During the customer construction phase, conduct on-site security assessments requiring the use of specific advanced non-destructive inspection equipment, provided to the Contractor as government furnished equipment. Report all daily findings and recommendations to the CSSM.
  • Assist with the development of security requirements as they relate to TSCM for the Customer Construction Site Security Contract.
  • The contractor shall be able to stand/walk/climb ladders for long periods of time and work in inclement weather.

Skills and Experience:

Required:
  • Possess TS/SCI Clearance and ability to obtain CI polygraph
  • Bachelor's degree with 7-10 years relevant work experience
  • The Contractor shall have successfully completed the Interagency Training Center TSCM Fundamentals Course prior to proposal due date.
  • Shall have demonstrated at least 7 years' experience performing TSCM services within a federal government environment.
  • Shall have demonstrated experience and comprehensive knowledge of secure transmission systems and communication infrastructures.
  • Shall have demonstrated experience in the application of the standards listed in ICD/ICS 705- 1.
  • Shall have demonstrated experience in developing TSCM Standard Operating Procedures.

Desired:
  • Possess a Bachelor's degree in Computer Science, Engineering, or a related technical discipline.
  • Experience as a TSCM Team Lead on a construction project.
  • Completed Interagency Training Center Advanced TSCM Certification.
Must be able to obtain, maintain and/or currently possess a security clearance.
