Security Shift Supervisor

The Position
Reporting to the Manager of Security and Emergency Preparedness, on an assigned shift, the Security Shift Supervisor safely and strategically patrols, observes, reports and recommends improvements on security conditions at and in East Bay Municipal Utility District (EBMUD) facilities; takes action based on observations to ensure EBMUD infrastructure and staff security; takes statements, writes and submits security incident reports; preserves evidence at the scenes of crimes and coordinates the investigation of crimes affecting EBMUD with law enforcement; ensures contract compliance by monitoring the work of contract security services providers. Successful performance requires the ability to identify, recommend, and assist in coordinating improvements of security protocols and procedures based on field observation, inspection, and patrol. EBMUD uses the Incident Command System (ICS) and the Security Shift Supervisor assumes an Incident Commander (IC) or support role as necessary in response to emergency circumstances.

Duties include:

• Patrolling EBMUD Critical Infrastructure/Key Resources (CI/KR) facilities; responding to alarm conditions, reports of security incidents, emergency, or other events; securing emergency scenes, security event or crime scenes; requesting additional EBMUD resources or law enforcement, fire, or emergency medical assistance as needed; taking statements and photos.

• Coordinating, communicating, and acting as a liaison between EBMUD and emergency response agencies, other utilities, associations (e.g., CUEA), emergency management agencies (e.g., Cal OES, FEMA, CA and US Homeland Security, DOJ, FBI) and other agencies as needed.

• Orienting contract security services employees to EBMUD facilities, organization, security policies, procedures and protocols; observing and evaluating security contract services/performance to ensure compliance with contracts including performance, hours and services billed; recommending improvements in training, procedures, and/or techniques to be followed and/or resources deployed; initiating with contract security company removal or replacement of security personnel from EBMUD facilities as necessary.

• Serving as EBMUD's first on scene Incident Commander at any emergency incident or event, establishing an incident command post and initiating action, in accordance with Incident Command System (ICS), Standardized Emergency Management System (SEMS) and National Incident Command System (NIMS) guidelines.

• Coordinating the dispatch and monitoring of emergency standby personnel during incident command response.

• Preparing and submitting security incident reports to document crimes, suspicious circumstances, and other events of concern for EBMUD staff and facilities using EBMUD's internal Security Incident Report (SIR) system forms.

• Ensuring that contract security forces use the same forms for documenting all such incidents; working with staff, customers, and the public to ensure timely, accurate and complete reporting of security incidents, suspicious circumstances, and unusual behavior.

• Following the guidelines in EBMUD’s security policies, procedures, and protocols.

• Reporting field observations and recommending improvements concerning appropriate key authorization or access levels for staff to enter specific facilities or areas; troubleshooting extent of reported or observed physical problems with specific locks, keys, core systems, video cameras, alarms, and other access control devices.

The ideal candidate has experience:

• protecting critical infrastructure facilities

• investigating crimes and security incidents

• documenting/writing reports on criminal incidents and testifying in court as needed

• effectively dealing with aggressive and difficult people

• using the incident command system in the field and in an emergency operations center

• teaching, instructing, facilitating security, emergency preparedness and response training

• working in/with local government and with the public

• leading others

• working with staff at all levels of an organization including the governing board

• working with law enforcement, fire services, emergency medical services and hospitals

• working with emergency managers at the local, operational area, regional, state, and federal levels

• working with EPA, FBI, DOJ, Joint Terrorism Task Force, Fusion Centers, etc.

The salary range is $9,234 per month increasing to $9,696, $10,181, and $10,690 after 6, 18, and 30 months, respectively.

Requirements
A typical means of acquiring the essential knowledge and abilities is:

A bachelor's degree in business or public administration, criminal justice administration, engineering, one of the sciences or a closely related field and either:

1a. Four years of sworn law enforcement experience with a local, state, or federal agency OR

1b. Four years of industrial or commercial security administration or military security operations that included responsibility for the protection of multiple facilities, assets, and personnel from unauthorized activities OR

1c. Four years of field investigation and reporting, regulation or standards enforcement, inspection or monitoring of industrial or commercial processes, coordinating water system operations or repair, or closely related work that involved significant public contact, coordination with regulatory or law enforcement agencies, and the explanation and interpretation of regulations.

2. Possession of a valid California driver license and a satisfactory driving record.

3. Willingness to work during emergency or security incident situations and be subject to recall during those times. Must be willing to work overtime outside of regular hours as needed.

The Selection Process

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a panel interview tentatively scheduled for late-January 2022.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
