Systems Engineer


Job Description:

Leidos is looking for a Systems Engineer for a position in the Reston, VA area. The primary focus of this effort is to ensure the data provided by the attribute services is well governed, documented and protected. This position requires an active TS/SCI with Polygraph in order to be considered.

Data quality and governance is critical to the support of Attribute Based Access Control (ABAC). Support for the customer efforts encompass a wide array of skill areas including: Governance, Implementation, Compliance, and Integration. There is a need for deep, broad technical knowledge and experience with partners, including familiarity of shared IT environments. This activity requires strong relationships and integration internally and with partners, including other service providers. Supporting this effort will include initiatives such as the converging technical solutions, transition strategies, and support for the evolution of the operating capabilities. This work requires significant interaction across many groups and other Service Providers to understand requirements, assess enterprise capabilities, and ensure services are compliant with governance.

Mandatory Skills:
  • Requires BS degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience. May possess a Doctorate in technical domain.
  • Demonstrated experience with the engineering, development and integration of access solutions consistent with enterprise level Identity Credential and Access Management.
  • Demonstrated experience using the AVMF to manage user and resource attributes.
  • Demonstrated experience supporting or developing governance, regulatory policy definitions, and interfaces used to deliver integrated security solutions across multiple security domains such as networks, enterprise, enclaves.
  • Demonstrated experience with data object and attribute validation, acquisition, assembly, de-confliction, management, and repurposing.
  • Demonstrated experience exhibiting combined skills in project management, systems integration, systems engineering, and architecture planning to facilitate delivery of enterprise level capabilities.
  • Demonstrated experience in systems engineering with enterprise level systems.
  • Demonstrated experience in architecture planning at the enterprise level.
  • Demonstrated experience with analyzing data holdings to provide statistics, recommend policies or requirements to improve data quality.
  • Demonstrated experience with analyzing data holdings to model the flow of data.
  • Demonstrated experience delivering integrated security solutions across multiple security domains such as networks, enterprise, enclaves.

Desired Skills:
  • Demonstrated experience with the implementation of authorization solutions using commercial access control systems.
  • Demonstrated understanding/experience with large-scale enterprise programs and networking of large scale DBMS and software services.
  • Demonstrated experience with the Agile methodology such as sprint planning, sprint retrospectives, work backlog, user stories, acceptance criteria, or story clarifications.
  • Demonstrated experience/understanding of provisioning systems, workflow systems, user attributes, and role-based permissions for access control and identity management.
  • Demonstrated experience developing or supporting applications in a virtualized environment.
  • Demonstrated experience driving strategic and tactical solutions.
  • Demonstrated experience with the information sharing objectives.
  • Demonstrated experience with data strategy core elements and principles.
