As the Export Control Manager for Civil Aerospace, you will provide a key link between Rolls-Royce global export control policy and day-to-day compliance and licensing activities for the Civil Aerospace business. It provides a unique opportunity for a dynamic professional looking to gain high-level exposure across functional and geographic areas. The Export Control Manager - Civil will liaise with and influence stakeholders within the Rolls-Royce Civil Aerospace and Export Control communities while identifying and resolving global export compliance, licensing and sanction issues.

This position reports to the Deputy Head of Export Control – Civil Aerospace and will spend considerable time assessing export licensing and sanctions compliance requirements for the Civil Aerospace business located in the US. The Export Control Manager – Civil will work closely with Civil Aerospace leadership in Indianapolis and Reston and the Rolls-Royce North America Export Control Head office in Reston, VA and Indianapolis, IN. The Export Control Manager – Civil also will liaise regularly with the Head of Export Control – Civil Aerospace, the Export Control Managers for Civil Aerospace outside the U.S. and the Export Control Head Office in the UK.

The role will involve travel to implement export compliance programs at US locations, as well as occasional travel to Germany and the UK.

The Export Control Manager - Civil has three main functions:

  • Understand the current and future needs of the Civil Aerospace business (Business Aviation, Airlines and Mature Engines Services) for exporting goods, software and technology, and anticipate export licensing, sanction and compliance requirements
  • Implement robust processes and procedures at US locations to ensure sanctions compliance within the Civil Aerospace business and obtain the required export authorizations and ensure compliance with their terms
  • Interpreting complex US government regulations (ITAR, EAR and OFAC) and their applicability to Rolls-Royce products and technologies, as well as their recordkeeping, compliance and audit requirements

Our engines power aircraft in every major sector, including transport, combat, patrol, trainers, helicopters and unmanned aerial vehicles.

Key Accountabilities:

  • Understand and help plan for the current and future needs of Civil Aerospace business for exporting goods, software and technology through liaison with Civil Project and Commercial teams in the US and abroad
  • Identify and implement strategies and processes for export control and sanction compliance within the Civil Aerospace business in line with the needs of the business and corporate policy
  • Provide knowledge, guidance, advice and training on export control legislation and procedures to enable specific business units in the Civil Aerospace organizations to make sound strategic business decisions
  • Implement and maintain processes and procedures to obtain the authorizations required for exporting goods and to liaise with Global Physical Logistics (Shipping and Transportation) to ensure compliance with them
  • Assess export requirements and, as appropriate, draft and submit export authorizations to include Technical Assistance Agreements, Manufacturing Licensing Agreements and licenses
  • Monitor and correspond with US government agencies to facilitate approval of a pending export authorization
  • Assist in preparing Commodity Jurisdictions, Advisory Opinions and Disclosures to the respective US government agencies

Basic Requirements:

  • Associate degree and 7+ years of business, paralegal, purchasing, logistics, export control, project management, military service, commercial contracts, and/or technical writing experience, OR
  • Bachelor’s degree and 5+ years of business, paralegal, purchasing, logistics, export control, project management, military service, commercial contracts, and/or technical writing experience, OR
  • Master's degree and 3+ years of business, paralegal, purchasing, logistics, export control, project management, military service, commercial contracts, and/or technical writing experience, OR
  • JD/PhD, OR
  • 9+ years of business, paralegal, purchasing, logistics, export control, project management, military service, commercial contracts, and/or technical writing experience in lieu of a degree
  • In order to be eligible for consideration for this opportunity, you must be a U.S. Citizen

Preferred Requirements:

  • Experience in drafting and obtaining Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) export agreements and licenses
  • Previous experience working within or implementing compliance programs
  • General understanding of EU, UK, and/or other international export control regulations
