Cartographic Analyst
Job Description Cartographic Analysts are responsible for mapping production, cartographic finishing, feature extraction, and data content management to customer data standards and in accordance with project specific guidance.

Required Education, Experience, & Skills Three (3) to ten (10) years of demonstrated experience:
Knowledge/skills in the use of ArcGIS and extensions with knowledge of Google Earth, Microsoft Virtual Earth and similar open source data review tools. Knowledge and skills necessary to apply metadata to GEOINT data and products to enable content discovery; GEOINT content metadata tagging as needed to enable content discovery Knowledge and skills necessary to edit, merge and or conflate geospatial content MUST be able to work rapidly in a high tempo, high stress environment that often requires multi-tasking. Demonstrated strong oral and written communication skills. Utilize understanding of geospatial database content management to maintain and use geospatial databases. Understanding of feature data extraction and attribution processes. Knowledgeable with commonly used NGA cartographic analysis and feature extraction software suites such as ESRI ArcGIS, and compatible software. Ability to perform geo-locational data functions, extract coordinates and positional relationships from digital database systems. Knowledge of geographical and cultural aspects of foreign countries. Ability to work independently with minimal oversight. Experience with combining digital cartography, computer technology, GIS, cartographic and geospatial production techniques, remote sensing, photogrammetry, and digital data formats. Knowledge of NGA specified digital data formats will be used including but not limited to, vector data, shapefile and spatial database, GML, and XML. Expertise in Multinational Geospatial Co-Production Program (MGCP) feature extraction specifications Experience working with Geospatial Data Requirements, Sources, Standards, and Products Experience applying knowledge of quality control and assurance practices including data quality control tools, such as Geospatial Analysis Inspection Tool (GAIT), ArcGIS Data ReViewer, or comparable geospatial data inspection software. Understanding of several NGA products to include: Controlled Image Base (CIB1), Topographic Line Maps (TLMs), Multi-national Geospatial Co-Production Program
F9223-GEO-SPIPreferred Education, Experience, & Skills Spanish Language Expertise, a minimum proficiency skill level 2 for Reading is desired as defined by the Interagency Language Roundtable (ILR) Proficiency Levels or the equivalent that meets or exceeds the ILR skill level 2. For award qualification, testing must have taken place within two years prior to the date of this Task Order. After award, and, at vendor expense, linguists must maintain a two-year currency at level 2 or higher verified by test results submitted to the Government. Experience with Spanish technical translations Experience with Spanish-language GIS translations Effectively communicate GIS/technical terminology in Spanish Experience briefing variety of partners and customers Experience with scripting in Python and similar languages Experience using data mining tools and open source research methods. Experience with Extensible Markup Language (XML), XML Schema Documents (XSD), and Extensible Stylesheet Language (XSL). Experience with applying cartographic finishing techniques. Experience with data conversion tools, such as FME, ESRI extract, transform, and load (ETL) tools, or similar software extensions. Experience with preparing, maintaining, and presenting informational displays, reports, and briefings with the creation and use of visual aids (maps, graphs, charts, etc.) and drafting, editing, and proofreading documents for publishing. Ability to collaborate with analysts in the NGA, DOD, IC, NSG and/or ASG.
