Job Description:

Leidos leading the way in helping the Federal Government account for their Greenhouse Gas (GHG) emissions. We are currently seeking a Full Time Program Manager to help a large client develop and apply a methodology for assessing the GHG impacts of its global supply chain, including developing a large data system to enable supplier continuous data collection.

Must be able to obtain a DoD Secret Clearance.

Scope 3 GHG emissions are emissions that are the result of activities not directly owned or controlled by an organization, but which that organization indirectly impacts. This type of emission can account for a significant majority an organization’s GHG emissions footprint. Emerging best practices within the private sector strongly encourage GHG emissions disclosure to increase supply chain transparency. Such transparency is increasingly tied to financial reporting, credit risk assessments, and accessibility to low-cost capital in addition to traditional environment, social, and governance reporting. This position will be responsible for leading a team to create an accountability ecosystem to ensure our client’s major suppliers remain economically, and structurally resilient while being motivated to transition to clean practices and reduce their GHG emissions.

Primary Responsibilities

  • Be responsible for the effective management of the program including achieving all cost, technical and schedule deliverables, company financial and operational objectives, and customer engagement.

  • Lead a dedicated team in successfully executing the contract requirements, producing high quality deliverables, and ensuring customer satisfaction.

  • Will meet with management, technical and operating personnel within client organizations to review requirements, present proposed action plans, and to discuss and resolve technical, administrative, and management challenges and issues.

Basic Qualifications

  • BA/BS in relevant field with 15+ years of prior relevant experience or Masters with 10+ years of prior relevant experience.

  • At least 7 years program or project management experience, managing prime contracts with multi-disciplinary, geographically distributed employees; and multiple subcontractors.

  • Ability to manage a complex evolving project from inception to completion.

  • Familiarity with DoD structure and lingo.

  • Documented experience managing large complex, high dollar systems, and associated data with high visibility.

  • Documented experience ensuring quality management and contract performance.

  • Experience managing Federal contracts requiring scale up to meet customer surge requirements while maintaining base level tasks.

  • Proven experience interacting with client organizations at multiple levels.

  • Experience with the preparation of technical and cost proposals, including Basis of Estimate, resource estimating, schedule preparation, and assumptions.

  • Strong organizational and communication skills (oral and written).

  • Strong financial management skills, including experience with Estimates to Complete.

  • Ability to respond to rapidly changing client needs.

  • Advanced in software applications such as MS Excel and Powerpoint.

Preferred Qualifications

  • Certified Project Management Professional (PMP).

  • Masters Degree in a relevant field.

  • Experience managing the design, development, and use of large, complex, data systems.

  • Experience with any of the following: Climate Science, Atmospheric Science, Supply Chain Management and analysis, GHG disclosures, GHG measurement, Federal Procurement Policy.

  • Prior experience evaluating a private entity’s supply chain GHG emissions a plus but not required.

  • At least 3 years of experience working with the Department of Defense supply and inventory systems (either as Active Duty Military, Guard/Reserve, Civil Service, or Contractor)

  • Experience working in, consulting for, or analyzing any of the following sectors: Defense Industrial Base Sector, Critical Manufacturing Sector, Government Facilities Sector, Transportation Systems Sector, Chemical Sector, Commercial Facilities Sector, Information Technology Sector, Food and Agriculture Sector, Water and Wastewater Systems Sector, Communications Sector, Healthcare and Public Health Sector, Dams Sector, Emergency Services Sector, Financial Services Sector, Nuclear Reactors, Materials, and Waste Sector, Energy Sector.

Pay Range:

Pay Range $124,800.00 - $192,000.00 - $259,200.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
