Subcontract Administrator II
Job Description Manages and coordinates relationship with suppliers, statuses supplier deliveries, coordinates material receipts and manages resolution of issues related to contractual requirements Solicits, evaluates and procures materials, equipment, supplies and services of a highly-specialized and complex nature based on program-specific requirements and specifications. Develops subcontracts in accordance with specifications, requirements, Statements of Work (SOWs), and terms and conditions. Lead activities of subcontract administration teams on assigned programs required for the procurement of complex material, software, and services. Prepares/reviews proposals, develops source selection evaluation criteria, negotiates subcontract terms and conditions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts. Negotiates modifications to subcontracts and resolves invoice issues. Follow and execute to established procurement policies and procedures in order to provide to the program the best value consistent with quality and service requirements while maintaining good supplier relations. Responsible for Procurement Compliance and Cost/Price Analysis.
This role emphasizes supplier engagement, management, development and production ramp-up in addition to negotiating and ensuring compliance to requirements for high value/complex subcontracts. A successful candidate must be able to be an effective communicator internally and externally, build mutually beneficial relationships, willing to advance their knowledge of procurement compliance, and proactively adopt best practices and support new initiatives, including but not limited to, Zero Defect and Achieving Operational Excellence initiatives with suppliers.
Travel required 25%.
Required Education, Experience, & Skills Required Skills and Education
- Excellent verbal and written communication
- Excellent time management/organizational skills
- Ability to create win-win solutions; a 'make it happen' attitude
- Proficient use of MS Office tools (Excel, PowerPoint, Outlook, Word)
- Knowledge of Federal Acquisition Regulations (FARs)policies and procedures
- Bachelor's Degree and 4 years work experience or equivalent experience or Associates Degree and 6 years work experience or equivalent experience.
- U.S. Citizenship is required.
Preferred Education, Experience, & Skills Preferred Skills and Education
- Drive and desire for continuous improvement
- Familiarity with Oracle purchasing system
- Four plus years’ plus experience in operations, supply chain, negotiations, price analysis, or contract management.
