Job Description:

The National Nuclear Security Administration (NNSA) has need for a full-time, contractor-staffed, Mid to Senior Level Program Analyst to support the Office of Stockpile Modernization (NA-125). This position, is in direct support of and reporting to the NA-125 Program Executive Officer (PEO), will be responsible for providing operational and programmatic support services to the NA-125 Front Office. Aspects of this support will include functioning as an NA-125 “Program Action Officer.” This position will function with delegated, up-to but not including “inherently-Federal” authority from the NA-125 PEO. In addition to the “day-to-day” roles/responsibilities, this Mid- to Senior Level Program Analyst will assist the NA-125 Front Office in achieving an integrated and consistent approach across the set of NA-125.x Programs.

The work performed is extensive in scope and the strong preference is for an individual broadly knowledgeable of the NA-125 Front Office and Federal Program Offices (FPOs) (i.e., B61 LEP, W88 ALT 370, W80-4 LEP, W87-1 Modernization and W93 Programs) including the Leadership/Management staff, with excellent communication skills, coordination, and action-tracking skills.

The individual must be self-starting, possess an ability to work in a highly dynamic environment, and have an ability to successfully interface with a broad range of federal and military senior staff and leadership. This requires coordinating with the NA-125 Federal Program Managers (FPMs), potentially Program Managers at the NNSA National Labs and nuclear weapon production facilities, and other NA-125 (and NA-12) Program/Management Analysts. The individual will report to the NA-125 PEO. This is a full-time contractor-staffed position located on-site at the NNSA offices in Albuquerque, NM.

Primary Responsibilities:

  • Provides operational and programmatic support services to the NA-125 and NA-125.x FPMs

  • Serves as a key interface in support of NA-125 PEO, with the NA-125.x FPMs, NA-12/NA-10 Leadership, NA-10 HCBO

  • As required, assume responsibility for Tasker distribution, tracking status, integrating, and responding to the NA-125.x and upper-level NA-12, NA-10 Federal Program Offices.

  • Develops and maintains monthly updates of program status briefings, using established templates and data provided by NNSA systems and laboratory/production plant inputs.

  • Manages annual, quarterly, and other periodic reporting requirements, including program reviews, providing programmatic input, and coordinating NNSA site meetings associated with program deliverables.

  • Tracks Congressional reporting requirements for the NA-125 portfolio in coordination with the Deputy Administrator’s Action Group (DAAG); collects necessary information from Federal Program Offices and other sources, and drafts briefings and reports for use in satisfying those Congressional reporting requirements.

  • Coordinates scheduling for program Quarterly Program Reviews (QPRs) and vector checks ensuring presentations are accomplished by program offices in time to support NNSA-HQ review and presentation. Will also include coordinating NNSA/DOE and DoD attendees with NNSA-HQ.

  • Assists the NA-125 PEO with program cost and budget documentation over several budget fiscal years, including the statusing of spreadsheets, development of program planning and budget briefings, etc.

  • Provides program management support in the preparation, coordination, evaluation, review and analysis of program execution plans and tracking, monitoring, and reporting of program-specific milestones and updates of annual performance measures. This will include the collection, editing and submittal on Level 2 program milestones and other contractor performance reporting activities on a quarterly basis.

  • Analyzes, formats, and presents justifications to senior Federal management and external organizations, such as Congress and the Office of Management and Budget.

  • Clearly and concisely conveys analysis results to all levels of Federal management in support of programmatic decisions.

  • Assist the NA-125 PEO by acting as the organizer for quarterly Weapon Modernization Program Management Boards establishing agendas, organizing M&O invitee lists, facilitating the quarterly Teams or face to face meetings, and preparing minutes and action items.

Basic Qualifications:

  • Bachelor’s degree in engineering, program management or equivalent.

  • Minimum of 8 years of program or project management experience.

  • Current (or very recent) experience with the NA-125 Programs, including knowing “all the players.”

  • Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management required.

  • Strong information management and organization skills

  • Ability to perform detail-oriented, focused activities and manage diverse data inputs.

  • Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint, and MS Excel) required and proficiency may be tested.

Preferred Qualifications:

  • Staff experience in military, government, corporate and/or interagency enterprise.

  • NNSA staff experience.

  • Knowledgeable of the formats for NNSA internal and Congressional briefs and reports

  • Interagency experience desired.

Requires an active DOE Q clearance or equivalent.

Pay Range:

Pay Range $84,500.00 - $130,000.00 - $175,500.00
