Job Summary

Job Responsibilities

The responsibilities of this position are to help shape PSEG Long Island policies and positions before LIPA and New York Public Service Commission. Help identify actions emanating from New York Public Service Commission orders for New York investor owned utilities. Help other departments including IT prepare for policy and tariff changes, by writing RFS and procedure manuals. Help perform electric marginal and embedded cost of service studies with all required special studies. Updating rate case exhibits and assisting in preparing testimony for the Cost of Service Study and Rate Design. Create technical and cost analysis required to develop and gain regulatory approval for electric rates and other tariff provisions. Create internal customer communications based on proposed tariff changes. When needed create bill mockups for tariff changes.
• Explain Company proposals and underlying analysis to Company personnel and provide tariff interpretations to other Company personnel, regulatory commission staff, customers and consultants; prepare filings for miscellaneous tariff changes outside of a base rate case. Provide guidance to Operations regarding new rate structures; propose and develop technical and cost analysis methodologies / spreadsheets /models to support electric rates, and other proposed tariff provisions, including creating terms and conditions for electric customer. Assist with the development of corporate regulatory / legislative strategies; develop and write assigned sections of cost of service and rate-related testimony and recommend areas of strategy development. Draft responses to intervener interrogatories related to rate filings or issues.
• In preparation of future base rate case proceedings, the incumbent will perform electric marginal and embedded cost of service studies with all required special studies. Furthermore, they will be responsible for making changes where necessary and maintaining all the supporting work papers, as well as designing and creating new ones.
• Design and develop complex financial models that link to various business models in order to develop forecasted revenue requirements, and calculate rates and bill impacts required as part of petitions for new program development.
• Respond to various requests for ad hoc analyses and input into various presentations as it relates to rate impacts for existing or new programs or needs of the Finance department.
• Engage and assist in tariff policy discussions and assist in resolving DPS complaints related to the tariff.

• Bachelor’s or Advanced Degree in Finance, Accounting, Political Science, Law or Engineering
• A minimum of 7 years of financial experience, or legal experience, or engineering experience or a related field
• Demonstrated analytical and problem solving abilities
• Demonstrated experience with strong skills in MS Word
• Demonstrated experience in Excel and PowerPoint
• Strong demonstrated verbal and written communication skills
• Knowledge of accounting and finance principles

Preferred skills, Desired Skills

• Expert skills in MS Word
• Demonstrated ability to summarize legal documents
• Experience working in a highly regulated field
• Experience working with a Public Service Commission
• Paralegal training
• Experience in accounting for regulated entities is a plus

This is a multli-level growth series position. Internal candidates will move laterally at their current grade level and will not be eligible for a promotion, therefore, the internal candidate must apply for the posting at their current grade level.
