The transformational Executive Director, Head of Medicaid Proposal Development will create and live out a clear vision that positions the organization to consistently produce competitive, compelling, and compliant proposal responses that increase our win rate and expand market share. In this role, this dynamic, resilient leader; proposal expert; government healthcare guru and strong operator drives results that improve outcomes internally and externally.
The Executive Director builds and sustains a highly effective proposal department and a consistent, streamlined process that results in improved outcomes. They execute with excellence in the operational details while keeping the bigger picture and multiple high priority ends in mind. This individual motivates and inspires their team and builds strong relationships with key stakeholders at all levels of the Aetna Medicaid organization, creating and sustaining a One Team atmosphere and engaging culture.
•Designs and leads an innovative, effective and efficient Proposal Development team that collaborates with subject matter experts and leaders across the organization to produce and submit compelling, winning Medicaid proposals. Creates a high-trust culture.
•Fully accountable for directing the development, production, and submission of large, highly complex responses to state Medicaid proposals to generate revenue growth, maximize membership and retain business through the highly competitive bidding process
•Leads all activities related to managing and developing of proposal responses; directs team of proposal professionals accordingly and manages vendor engagement to maximize value and promote the highest levels of partnership
•Responsible for proposal vendor management plan, internal process, external relations and opportunity-specific details that best position Aetna Medicaid to produce winning proposals
•Establish and manage strong relationships with senior leaders and contributors across the enterprise and with external consultants and parties
•Directs end-to-end continuum of the proposal process, following best practices and recognized business process. Drives toward and communicates streamlined, simplified process that is repeatable and flexible to meet the needs of each state and proposal. Continually assesses to determine gaps, integrate solutions, incorporate win themes, competitive intelligence and lessons learned.
•Attracts, retains, develops and motivates team of industry-leading proposal practitioners with focus on the employee experience and engagement
•Drives proposal preparedness: in close collaboration with relevant functions, proactively develops plans that position Aetna Medicaid for future success in advance of proposal engagements
•Works collaboratively and effectively with State CEOs, and all contributors (e.g., Medical Management, Legal, Compliance, Operations, Actuary, Network, Finance, Implementation) to ensure our differentiated solutions meet Aetna Medicaid’s model of care, are cost-effective, and compliant and are best positioned on the national and local level to meet or exceed each state’s unique needs
•Leads team to support winning strategy development, competitive positioning, and differentiation within our proposals. Conducts thorough quality reviews at each stage in the internal proposal lifecycle to ensure response compliance, responsiveness and competitiveness. Ensures submissions complete and successful.

•Experience in Medicaid/government healthcare proposals and the public procurement process (state level required)
•Experience managing a proposal (RFP) team with multiple functions (e.g., proposal managers, desktop publishers, production, design, writers, content managers, proposal directors, capture, proposal coordinators) required
•Large to mid-size team leadership in matrixed environment strongly preferred.
•Known as a leader who enables and empowers others’ success with a we first team.
•Combines understanding of what it takes to win (strategic mindset) with the proven ability to develop and execute plans as a strong operator with a consistent history of excellent results
•Strong operator with compliance management experience and project management skills/leading practices
•Recognized proposal industry leader with command of proposal best practices, standards and processes
•High level of familiarity with Shipley method strongly preferred (similar methodology acceptable).
•APMP involvement and/or certifications highly valued. Promoter of team professional development desired.
•Proven ability to respond to changing direction and priorities across projects while overseeing and closely directing team efforts. Highly detail oriented.
