Job Description
Aetna Resources LLC, a CVS Health company, is hiring for the following role in Hartford, CT: Lead Director, Application Development to plan, direct, and coordinate software application development activities for assigned products, portfolios, and teams. Duties include: direct the daily operations of teams developing enterprise applications, frameworks, capabilities, and infrastructure including requirements gathering, development activities, quality assurance, workflow analysis, team priorities, and defining standards and deadlines; coordinate program and project planning including ideation of business cases, affordability assessment, detailed requirements, application level solutions, Enterprise Governance approval, and infrastructure costs; allocate, guide, track, and review the work of Software Developers, Enterprise Architects, Developers, Data Modelers, Vendor solutions and integrations, Quality Assurance Engineers, and others; track programs and projects through completion to ensure complete production support and seamless ongoing maintenance; ensure available resources including personnel, hardware, software, and external vendors are available to meet program/projects within cost specifications, and share resource plans with cross Line of Businesses, multi-organizations and team leads; coordinate onboarding and release of resources during each phase of assigned projects; identify risks and prepare mitigation plans; maintain portfolio, program, and project documentation including Capability Maturity Model Integration (CMMi) and SOX (Sarbanes-Oxley) compliance, PHI (Protected Health Information) and PII (Personally Identifiable Information) data; define a comprehensive data and quality strategy including service level agreements (SLAs), clinical/outcome/gaps-in-care analytical data model delivery, aggregated data trends, standardizing of disparate data topics, enabling on-demand and batch services on Cloud, and decision support reports for Data Governance, and financial data for pricing and actuarial functions; coordinate technical project staff including on-site contractors, off-site and off-shore teams; meet with organizational leadership, department heads, managers, vendors, and others to coordinate portfolio-program-project lifecycle and resolve problems; and improve automation, tools development, and in house utilities to improve program efficiency, achieve cost savings, and ensure customer satisfaction and retention. Required Qualifications
Bachelor’s degree (or foreign equivalent) in Computer Science, Computer Engineering, Information Technology, Engineering, or a related field and five (5) years of progressive, post-baccalaureate experience in the job offered or related occupation. Requires four (4) years of experience in each of the following: Agile and Waterfall methodologies, SAFe Software Development Principles, and Lean Portfolio Management; Managing program and project defects and collaboration in JIRA, Rally, or Confluence; Delivering programs with capabilities and concepts of Platform-as-a-Service (PaaS), Infrastructure-as-a-Service (IaaS), Software-as-a-Service (SaaS), and Data-as-a-Service (DaaS); Developing Portfolio, Program, and Project multi-year roadmaps, plans, and cost proposals; Capability Maturity Model Integration (CMMi) & Sarbanes-Oxley (SOX) compliance; Developing and implementing scalability, process, and quality improvement proposals; Providing strategic consultation on clinical, analytical, care delivery, business processes, strategy, and data programs for solution and execution frameworks; Physical data modeling, normalization using best practices for detailed design and physical implementation; Facilitating requirements gathering, technical solutions design, and project planning; and Managing on- and offsite and off-shore product leads, program and project teams with regard to budget, schedule, scope, and quality.
