Superintendent II- Test and Restoration
Job Description Member of the Test Program Team, who coordinates and directs the testing activities of trades and subcontractors within their areas of responsibility to efficiently meet project testing safety, quality, schedule, and cost goals. Work with multiple departments and processes to support production test efforts across entire repair team to support project testing execution, problem solving, planning, and process improvement. Will lead and facilitate teams through issues proactively. Ship Test Manager will be required to provide training support across team/peers, and interact with internal/external customers across the enterprise. Directly responsible for the safe and efficient execution of testing activities and the conditions of the test areas of the assigned ship.
Performance for this position will be evaluated based on the overall success of the testing efforts assigned to the Ship Test Manager for each availability (and the overall availability). Performance will be measured against predetermined testing safety, quality, schedule, and cost standards. Ship Test Manager will report to the Test Program Manager and be responsible for the availability they have been assigned to.
The Ship Test Manager works directly with the Ship Management Team, support trades and Subcontractors to ensure overall project testing success. Ship Test Manager is an important part of the project team, and require a background knowledge of ship repair process, a team-first mentality, and a positive attitude. Ship Test Manager has no direct reports, but is responsible for the execution of the assigned ship testing.
2023 California Salary Range: $76,450 - $130,020.

Required Education, Experience, & Skills
- Bachelor's degree from an accredited college or university in Marine Engineering or Project Management, or similar field or equivalent combination of education and experience
- Six (6) years ship repair experience to include managing cross-functional teams to deliver commitments, or equivalent combination of education and experience (experience to be considered in lieu of degree)
- Knowledge of shipboard operating systems to lead and manage test requirements related to propulsion, electrical, auxiliary, combat, and other shipboard systems
- Proponent of shipyard and shipboard safety requirements when planning and conducting testing, ensuring safety of personnel and equipment
- Working knowledge of ship repair availability assigned milestones, test and inspection plan (TIP) development, and work item test scheduling
- Comprehension ability to understand problems and to collaborate to explore identification of solutions
- Organization - ability to organize and prioritize own work schedule on short-term, and/or long-term basis, both for self and others
- Reasoning & Decision Making - ability to prioritize work projects and requirements; ability to develop concepts, test plans and test schedules and communicate them to others, and/or to subordinate employees
- Communication - regular requirements to use written and oral communication skills; interact with managers, staff, co-workers and others encountered in the course of work; ability to compose materials such as detailed reports and work related documents and communicate substantively about them either verbally or in writing; communicate interactively & make presentations effectively
- Strong planning and project management skills, with thorough knowledge of ship repair processes and test sequences
- PMI certified Project Management Professional (PMP)
- Government/Commercial New Construction Shipbuilding or Ship Repair experience
- Knowledge of US Navy shipboard systems, operating experience of shipboard systems, and familiar with lighting off machinery and shipboard testing
- Working knowledge of US Navy shipboard personnel and corresponding ship departments
- Positive attitude, Team-oriented approach to problem solving
