Subcontracts Manager
Overview
V2X is seeking a mid-level Supply Chain manager to support the Advanced Technology business unit. This individual will manage a small team of subcontracts and procurement administrators, in the United States and internationally. This individual will collaborate closely with program managers and Integrated Product Teams (IPTs) and will be directly accountable for ensuring the programs’ Supply Chain needs are met. This individual will also be responsible for the development, coordination, and execution of all program material strategies, budgeting and forecasting, supply chain objectives, and enterprise objectives. This individual will also be responsible for supporting major business development efforts – from establishing agreements with key suppliers, to creating optimal supply chain strategies. The individual should be a strong leader with demonstrated project management skills, a self-starter capable of developing and achieving organizational and program objectives, an excellent communicator to ensure programs are adequately supported from a Supply Chain perspective and be able to successfully interface with all levels of internal management. Compliance is paramount to this role. This individual will ensure supply chain compliance with proper regulatory guidelines (FAR, DFAR and any other regulatory requirements specific to the contract) and V2X corporate procurement system policies and procedures. Complex problem-solving, exercising ethical judgement within broadly defined practices and policies, making sound Supply Chain decisions, and protecting the legal/financial interests of V2X during discussions and interactions with customer and suppliers will be expected.
Responsibilities

- Manages/administers subcontract agreements for DoD, non-DoD, and foreign customers.
- Administers in a paralegal manner on all interpretations of Subcontracts and Amendments, Teaming Agreements, Consultant Agreements and any other subcontract legal documents.
- Manages/administers execution of Consultant Agreements, Nondisclosure Agreements, and Teaming Agreements.
- Plans, organizes and manages multi-functional "best value" source selections
- Reviews and interprets subcontracts specifications, requirements and terms and conditions for incorporation into proposal submittal to customers.
- Supports proposal writing initiatives through obtaining and re-formatting supplier proposal input.
- Support the issuance of RFPs to prospective subcontractors and vendors and provides expertise to service selection activities.
- Responsible for providing input to negotiation and execution of teaming agreements with potential subcontractors.
- Monitors subcontracts performance to ensure that all contract terms and conditions are met. Assists in managing the Subcontractor Past Performance Evaluation Report System.
- Assists Program Managers or Capture/Proposal Managers in the business management of subcontracts and leading the development of subcontract proposals in support of V2X’s business capture department.
- Provides pre and post award administration of a variety of contracts including CPAF, FP, FPAF, T&M, etc.
- Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.
- Assists in ensuring that subcontract proposal plans and approaches of the Administrative and Cost Volume of a proposal meet the sub-contractual requirements of the RFP, Federal Acquisition Regulations and Cost Accounting Standards.
- Develops cost or price analysis, subcontracting plan, as necessary, for inclusion in proposals.
- Leads negotiations with subcontractors; documents reviews of subcontracts; makes recommendations to management to execute subcontract documents; obtains necessary consent and subsequently issues subcontract.
- Establishes subcontractor budgets, authorizes funding, reviews and approves invoices for payment, reports subcontract status to Project Manager.
- Assists in communicating Subcontracting policies/standards to Subcontract Administrators operating/performing administration on projects/programs in Systems.
- Sources, negotiates and purchases machinery, equipment, tools, packaging materials, parts, services and/or supplies necessary for the operations of an aerospace organization.
- Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives.
- Monitors performance of suppliers.
- Evaluates areas of opportunity to leverage material acquisitions.
- Tracks data to keep informed on price trends and market dynamics.
- Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability and ability to meet required schedules.
- Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends and maintains necessary records.
- Prepares Request for Proposals (RFP), Request for Quotes (RFQ) and bid packages.
- Maintains the highest ethical personal and professional standards.
- Other projects and initiatives as assigned.
Qualifications
Education:
- Associate’s Degree with a minimum of eight (8) years of directly related government, industrial or aerospace purchasing or subcontracting experience, OR Bachelor’s Degree in a related field and a minimum of six (6) years of directly related government, industrial or aerospace purchasing or subcontracting experience, OR Master’s degree in Business Administration (MBA) with a minimum of four (4) years of directly related government, industrial or aerospace purchasing or subcontracting experience, OR
Experience:
- Preparing RFQs/RFPs, reviewing and negotiating terms and conditions, making best value source selection decisions to determine lowest cost consistent with quality, reliability and ability to meet schedule requirements.
- Bid solicitation and supplier selection based upon best value analysis with a federal contractor.
- Proficiency with Microsoft Office applications, being able to present financial information clearly and succinctly.
- Excellent communications skills with the ability to exchange information and interface effectively with suppliers are required.
- Significant purchasing and/or subcontracting experience (sustained annual purchases totaling more than $15M). Prior program management experience or equivalent education may be substituted.
- Must be able to pass a background investigation to obtain a public trust position (if required for the position).
- Must be able to obtain and maintain a DoD security clearance (if required for the position).
- Must be able to work flexibly, such as weekends or other shifts, when required.
Preferred Experience:
- Supervisory/management
- Previous experience with procurement compliance desirable.
- Working knowledge of Supply Chain and Material Management processes.
- Price / cost analysis experience.
- Experience in establishing strategic relationships with key suppliers who provide materials and services to the US Navy, Air Force, or government customers and are aligned to the Company’s needs
- Forecasting and planning experience related to US Navy, Air Force, or other government program requirements
- Truth Cost or Pricing Data Act (previously Truth in Negotiations Act) level negotiation experience.• Demonstrated performance against financial budgets and forecasts
- Risk management methodologies and problem-solving techniques
- Ability to convert business area and customer requirements into executable strategies
- Ability to review and edit Subcontractor Statements of Works

Nationwide Salary Range: The salary range provided is intended to display the value of the company’s base pay compensation for all statewide locations across the United States. Salaries paid are subject to the conditions of the job including, but not limited to, the physical worksite location.
